966148 - Bookmarks not uploaded after initial sync with FxA

I suspect this is the same underlying bug as Bug 965449, but here's a different way of triggering bookmarks weirdness.


1. launch team build: 
http://ftp.mozilla.org/pub/mozilla.org/firefox/tinderbox-builds/fx-team-win32/1390969090/
2. create and set as true: identity.fxaccounts.enabled
3. set services.sync.log.appender.file.logOnSuccess to true
4. setup sync - create a user and verify acct.
5. add bookmark to the toolbar and click sync now
6. view about:sync-log to confirm the sync was successful and the bookmark was uploaded
7. add another bookmark to the toolbar and click sync now
8. view about:sync-log to confirm that a second sync occurred, but check the log and discover that the new bookmark was not actually uploaded:

(Actually these logs are from the dev environment, but I see the same results when trying against prod tokenserver and storage nodes)

I tried a similar procedure on Aurora with a fresh old-sync account for comparison, and the bookmark is uploaded straight away after it's created, without me even having to click "sync now".  That doesn't happen with FxA enabled, you have to "sync now" before any action takes place.

Bug 968512 fixed a problem with downloading client records, which may have affected other collections types as well.  It will be worth trying to repro this again once that goes live.
